The success of BIDs in downtown Washington and adjacent neighborhoods is well documented and the model is ready for application to the rapidly developing Capitol Riverfront. A business improvement district (BID) is a geographic area where the majority of property owners agree to pay a supplementary real property tax in order to enhance the public realm and ensure the economic vitality of the area. The Capitol Riverfront is a 501(c)(6) non-profit corporation and is governed by a board of directors of not more than twenty-one (21) members. The board will oversee all Capitol Riverfront BID programs and policies, while an executive committee will oversee the BID’s finance, budget and personnel activities.
