Contracted Events Manager
Position Introduction:
Due to a recent staff departure at the Capitol Riverfront Business Improvement District CR BID), the CR BID marketing team is now seeking proposals for an individual to provide the temporary event management services outlined in this document during the 2025 event season. This individual will be expected to provide services for approximately 30 hours per week, including in-person staffing of events and in-office support with the Capitol Riverfront BID team.
About the BID:
The Capitol Riverfront BID provides place management and economic development services that assist in creating a neighborhood that is clean, safe, accessible, and accessible. The BID supports the development of the Capitol Riverfront neighborhood as a new downtown on the banks of the Anacostia River in Washington, DC. In support of this mission, the BID provides the following services:
- Clean Teams
- Economic development and business attraction
- Transportation analysis and advocacy
- Marketing, branding, and public relations initiatives
- Community-building events (concerts, movies, and additional programming)
- Park maintenance and other public realm improvements
- Real estate market research and analysis
- Neighborhood advocacy
About the Neighborhood:
The Capitol Riverfront neighborhood is an approximately 460-acre mixed-use, urban, walkable community situated between I-395/I-295 and the north shore of the Anacostia River—located five blocks south of the US Capitol Complex. The majority of the neighborhood is located in the SE quadrant of the District with one subarea, Buzzard Point, located in the city’s SW quadrant.
Capitol Riverfront is connected to some of the District’s largest employment and residential cores, as well as its most popular visitor destinations. The neighborhood has experienced significant growth over the past several years and has established itself as one of the DC region’s most exciting mixed-use submarkets. Year-round, visitors travel to Capitol Riverfront to take advantage of its various amenities including world-class parks, restaurants, river activities, and professional sports venues.
About BID Events:
The BID marketing team programs year-round events throughout neighborhood’s parks and public spaces, drawing a compelling audience of both residents and visitors from across the DMV and beyond. By partnering with local restaurants, organizations, and vendors, the team executes mostly free & open-to-the-public programs that offer diverse and engaging experiences.

Responsibilities:
Event Coordination & Management
- Plan and execute Capitol Riverfront BID events (see Attachment A) – coordinate all logistics including concert production, staffing, and marketing.
- Coordinate timelines, vendor engagement, setup/breakdown, permitting, and on-site event oversight.
- Maintain a detailed calendar of all scheduled events in BID-managed parks and public spaces.
- Track event expenses and provide regular budget updates to BID Comptroller
- Ensure event license agreements and all necessary documents for event execution – e.g., insurance, permit copies, site plans, load-in schedule, etc. – are complete and in order.
Communications & Marketing Support - Work closely with the BID’s marketing director to ensure event promotion aligns with brand and messaging.
- Provide clear and timely event details, copy, and images to be used in newsletters, social media, and the website.
On-Site Presence - Attend events to manage operations and provide on-the-ground coordination.
- Preferred presence in office 2 days per week for planning and team meetings (flexible depending on candidate/location).
Deadline:
Responses to this posting must be delivered to the Capitol Riverfront BID by 11:59 pm on Monday, June 2, 2025. The first review of submitted proposals will occur on May 27, 2025.
Criteria for Selection:
- A brief biography with a minimum of 3 past work samples describing events managed for clients
- Capacity of the individual (i.e., time availability and in-person commitment)
- Experience and qualifications
- 3 References and completion of a (positive) reference check

1. Summer Concert Series @ Yards Park (355 Water St SE)
July 11, July 18, July 25, August 1, Rain date: August 8 (4 Events Total)
Description of work:
- Plan and execute day-of operations for all participating sponsors, community partners, including presence at each event.
- Oversee all vendor communications.
- Work closely with the Director of Marketing on the execution of all on-site programming.
- Assist with social media marketing for promotional efforts.
2. Summer Movie Series @ Audi Field (100 Potomac Ave SW)
August 7, August 13, August 21, August 28 (4 Events Total)
Description of work:
- Work closely with the staff at Audi Field to plan and execute day-of operations, including presence at each event.
- Collaborate with the Director of Marketing on promotion of movie series.
- Oversee all vendor communications.
- Assist with social media marketing for promotional efforts.
3. Halloween Events @ Canal Park (200 M St SE)
(October 2025) (3-4 Events Total)
- Create and plan a Fall-Festival event with appropriate vendors, secure venue with Canal Park team, Manage vendor communications, handle permitting with DCLP and other applicable agencies, manage payment and tracking alongside BID team, staff event day-of, working with vendors and BID team to implement a successful event.
Ideas: Halloween Movie Night or Series, Pumpkins in the Park, Animal Petting Experience with Food Vendors.
4. Holiday Tree Lighting @ Canal Park (200 M St SE)
December 6, 2025 (1 Event Total)
- Create and plan a holiday tree lighting event with appropriate vendors, secure musicians, F/B, photography services, Manage vendor communications, handle permitting with DCLP and other applicable agencies, manage payment and tracking alongside BID team, staff event day-of, working with vendors and BID team to implement a successful event.
5. Santa Con 5K Run @ Yards Park (200 M St SE)
December 13, 2025 (1 Event Total)
- Plan and implement the Santa Con 5K by securing permitting with DLCP and applicable agencies while securing venues, vendors, and community partners; overseeing vendor communications, payment management and tracking; and staffing event day-of.
6. Toast to the Holidays Bar Crawl @ Half Street SE
December 19, 2025
-Plan and implement the Toast to the Holidays Bar Crawl with local retailers.
